Assistant Property Manager - Yellowwood/Morgan-Monroe State


Job Description:
This is an advanced managerial, technical and supervisory level position and serves as the Assistant Property Manager of Yellowwood/Morgan-Monroe State Forest and is responsible for the operation and maintenance of this property (combined acreage of 50,245 acres). Work is performed according to rules, regulations and policies established by the Indiana Department of Natural Resources and the Division of Forestry. Integrally involved in planning, directing and implementing property direction, policies and procedures.

Responsibilities:
Required to be in an on-call status 24 hours a day, 7 days a week. This is necessary to search for lost persons, assist with injuries or accidents on the property; resolve conflicts and the enforcement of property rules and regulations. Respond to any man-made or natural disasters on the property including wind and lighting storms, earthquakes, floods and fires.
Manage and maintain the recreational complex of the assigned property(s) and outlying recreation areas (includes campsites, camping areas, concessions, shelter houses, lake facilities, recreation trails, and surrounding State Forest area). Review and repair of facilities to meet health and safety codes, reduction of hazards and provide a superior user experience.
Supervise employees - includes hiring, training, evaluations, scheduling, discipline, job assignments and review of work. Plan, prioritize and assign tasks to the staff including; clerks, full-time laborers, intermittent laborers, security guard, and volunteers to ensure a smooth and orderly flow of work. For specialized jobs, write project specifications, hire contractors, estimate and order materials and review work.
Manage the operation of the office and visitor center. Ensure that reports are completed in the proper manner and submitted on time. Work with the property manager and staff to maintain an accounting system following state guidelines to help assure proper monetary transactions and cash flow. Schedule office and other public assistance staffing to inform and assist the public while balancing this with other aspects of property management. Manage the organization and retention of records - both paper files and computer files in the office.
Offer input to the property manager on short and long range plans for the property including budget requests. Work with the property staff to establish property direction and goals within guidelines established by the property manager and the department's strategic plan. Assume responsibility of property manager in his/her absence.
Provide information to the public. Answer questions and assist with problems, conflicts and concerns. Assist with the creation and presentation of on-site and off-site interpretive/educational programs. Provide 24-hour security for the property dealing with user complaints, forest fires and missing persons.
Forest Resource Management. Provide labor and technical assistance with crew or individual help, including but not limited to: maintenance of lakes and dams, access roads, timber sale preperation and completion, TSI, exotic species control. Fill in for resource staff on vacation, off sick or vacant positions. Help oversee operations and provide input into resource decisions.
Cooperate with other division personnel, agency personnel or outside groups or individuals to accomplish property goals. Work with law enforcement to enforce property rules. Cooperate with Fire Headquarters on vehicle maintenance, roadwork and heavy equipment projects. Work with other individuals and groups on special projects, research, special event and other activities within our mission.

Preferred
Experience:
Bachelor or Science in Forestry or related natural resources field.
o Ability to successfully complete DNR chainsaw training within first year.
o Ability to communicate clearly and concisely, orally and in writing
o General knowledge of the interaction of forest species, management systems, harvesting systems, insect and disease problems, tree species characteristics, wildlife habitat requirements.
o Ability to direct the work of others to produce desired outcomes using skills in communication, hiring, discipline, knowledge of labor rules, organizational skills, leadership ability and the ability to delegate effectively.
o Considerable knowledge of DNR rules and procedures, ADA guidelines, OSHA regulations, knowledge of accounting and budgeting principles.
o Considerable knowledge in construction trades, building maintenance, equipment operational skills, and recreational facility designs, project planning, security issues and safe work environments.
o Knowledge of computer operation in word processing, databases, spreadsheets, graphical information systems, and inventory programs.
o Practical knowledge of landscape and trail design and maintenance.
o Practical skill involving project planning, security issues, hazard detection and hazardous materials handling.
o Working knowledge of current facilities, operations, strategic plans, resources capabilities and operating budgets.
o Working knowledge and experience in surveying and map reading, and forest-fire behavior.
o Broad knowledge of using current and past information from above to anticipate future needs and forecast the outcome of activities or changes.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
